I believe they represent a crow and a hemlock tree. I think the point of the poem is to describe clearly and concisely a simple experience that anybody might appreciate. An insignificant chance event amuses him enough to make up for the rest of the day he regretted.
It’s very visual, of course: the black crow and the dark hemlock tree standing out against the snow.
Things in poems don’t always represent anything beyond what they seem to be.

The crow and the hemlock tree represent sorrow. The dust of snow that is shaken off the hemlock tree by the crow stands for joy that Frost experiences. He has, therefore, used an unconventional tree and bird in order to contrast them with joy in the form of snow.
