Biodiversity is the number of different species in an area. In order to have high biodiversity, an ecosystem must have a high number of different species, and it must also have a high number of individuals of each species. That means an ecosystem that has a lot of different species but only one or two of each species is not considered to have high biodiversity. By the same token, an ecosystem that has only a few species but many individuals of each species is not considered to have high biodiversity.
