The british goverment announced morley - minto reforms to pacify the moderates. But the reforms did not pay any heed to the demand of the indians for swaraj. Muslims were granted separate electrote ( represenation ). This reform was a further threat to the hindu - muslim unity in the national movement . The moderates opposed it and the struggle for swaraj become more intense. Government of Indian act 1919: it was passed to expand the participation of Indians in the government of India. The act embodied the reforms recommended in the report of the secretary of state for India .the act covered ten years from 1919 to 1929.

Government of Indian act 1935:this act was originally passed on August 1935 and is said to have been longest act of parliament ever enacted at that time. because of its length this act was retroactively split by the government of India act 1935 into two separate acts.l it not include bill of rights it is aimed to establish .
