Budding occurs in organisms like hydra. Here a bud like structure develops on hydra. When it grows, it detaches off from the bigger organism and becomes independant.
Binary fission occurs in Amoeba. The organism first divides its nucleus into two halves and then its whole body. This way two daughter offsprings are produced from one organism.
