France was classified into three estates:
1)clergy:it comprised of the church,upper class.etc. they were given the right to vote and hold feudal privileges
2)nobility:they were mostly rulers in France and they too were given the right to vote and express their opinions.Both the clergy and nobility were considered as active citizens
3)third estate:they made up to 90%of the population and were not given the right to vote or express their opinion and voice their concerns.Hence,it was always the ratio of 2:1 as the first two estates got all the privileges.
