1) under him, Pakistan went under military rule.
2) he threw away the democratically elected government.
3) he used dirty tricks to win the referendum he'd held in 2002.
4) he didn't show quick reaction towards the militants
5) he wanted to rule Pakistan as long as he could.

He was a military dictator, who dictated all that was going on in the country. In such a government, it is not a democracy because not everyone's voices are heard/equally represented.
