Despit the constitution provision of free education why are all children not able to gain access to education?

Despite the constitution provision of free education to children till 14 years of age, there are many children in India who are not able to get the basic education they deserve .The main reason is that even though they have this facility the don't have medium(such as TV, newspapers, etc.) by which they can know about this. So they  remain uneducated and do not gain access to education.

1.In the past, the skill of reading and writing was known to only a few. Most children learnt the work their families or elders did. For girls, the situation was worse. In communities that taught sons to read and write, daughters were not allowed to learn the alphabet.

2.Even in families where skills like pottery, farming, weaving and craft were taught; the kids are seen as supportive labor.

3.Schools are far away from the villages, no transport facilities.

4. No proper sanitation facilities in some schools or not maintained well, children prefer especially girls to stay at home.
