Because the revenue fixed by the EEIC was so high that if the zamindars were unable to pay it they lost their land and power

Zamindars themselves were not secured in the permanent settlement because: - They get the fixed amount of the revenue on the regular basis which helped the British to do their financial planning. Though the revenue was fixed, the zamindars will get the benefit of only increased production of the land.
