Despite the Constitution provision of free education, why are all children not abl to gain access education

in simple terms we can say that due to some of the malfunctioning bodies and some of the corrupt authorities sieze the right to education. also some parents have the inherent thinking ,they think if i am doing labour work,my son/daughter will do the same.

i think these are the main 2 reasons for lack of education among the children
