The main reason why all children are not accessed to education depite constitutional provision is poverty. due to the lack of money many children in country like India are illiterates . people feel that instead of being educated if a child works he/she can also earn money. their economic condition is making them to do so. also many children are forced to do labour at this very small age. child labour makes a child unaccessible to education.
