"Z^∗" is the expression for the effective nuclear charge.  

Mathematically it can be written as;

Z^∗ =Z  - S

Here

  • Z = The nuclear charge
  • S = The shielding constant

For oxygen atom;

The atomic number of oxygen atom "Z" = 8

Shielding effect "S" = 3.45

Now 2 x 0.85 + 5 x 0.35

Z^* = Z - S = 8 - 3.45 = 4.55
