it is in the form of

y = mx + c

the slope of the line perpendicular to given line is

 \frac{ - 1}{m}

then

y = ( \frac{ - 1}{3} )x + c

to find the value of C , we need to substitute

(9,-7) in the above equation..

 - 7 =  (\frac{ - 1}{3} )(9) + c

then C=-4

the required equation is

y =  \frac{ - x}{3}  - 4

3y =  - x - 4

x + 3y + 4 = 0
