 log_{81}(3)  =  log_{ {3}^{4} }(3) \:  \\  = (1 \div 4) log_{3}(3)  = 1 \div 4

using logrithm property.

 =  \frac{1}{4}  \:  \:  \:  \:  \: \:  \:  \:  \:  \:  \:  \:  \:  \:  using \: ( log_{ {a}^{y} } =  \frac{1}{y} )

alternative \: form \sim \: 0.25,  {2}^{ - 2}
