Let V ml be the volume of the solution after dilution.

Thus, V ml of 69.8% w/v solution contains

v \:  \times  \frac{698}{100}  = 10g \\ HNO3.

V =

 \frac{10g \times 100 \: ml}{698g}  \\  = 1.432ml \: HNO3.
