This is justified because when activities that increase greenhouse gases are increased the net effect is that these gases will lead to the depletion of the ozone layer in the upper atmosphere.  

When the ozone layer is depleted what happens is that radiations such as ultraviolet rays reach the earth surface and these radiations may cause cancer.
