yes, development of one may be destructive for others but not in all the cases.
example
if the cost price is less than the selling price then it would be profit for the owner and loss for the customer.
and vice versa that is:
if the cost price is greater than the selling price then it would be profit for the customer and loss for the owner
or a very simple example that if a dam is being bulid and people have to leave their homes due to the same reason..Then if maybe development for the society but not for the people who are being displaced
