People have sometimes similar notions for development and some have conflicting notions of development. For example- Industrialists use natural resources for increasing their employment and to provide work to labourers. Whereas for other common people it is the exploitation or depletion of natural resources. Therefore ,everyone have different notions

Development goals can become conflicting when the demand of one is in opposition of the other.

For eg -

Construction of dam is the goal of govt. but it leads to various problems for the local people
