3)But this is not followed by states like Karnataka and Jharkhand where the agricultural development is very slow.
4) But UP and Punjab lack minerals and technological development where as Jharkhand and Karnataka are ahead of these states.
Thus the statement is proved.

The meaning of the question is that we need to show that agricultural development doesn't mean overall development
