development is not when every poor uses a car but when every rich uses public transport. Justify the above statement in the light of how development can be made sustainable

When every rich uses Public transport, we can be sure that the public transports are in a really good condition, if they are good enough then people will definitely go for it. A country has to make sure that its public transport systems are better off than the Private ones...this ensures more profit, less pollution and lesser traffic...:)
