It depends on what you mean by “universal”, or just how universal you want you definition to be. If you mean worldwide, it is not universal (thank, God). That would mean that human beings are all the same with no allowances for heritage and different views. Even within a society, universal development of that society is a false notion. There will always be those who fall outside the norm or refuse to comply. Further, these same people will comply with some norms and not others. However, if by “universal” you mean that the majority agree to certain behaviours and norms, while still holding some of them less important so to allow for some individuality, that is indeed how societies are formed. The has to be that majority agreement, which is not truly universal.
