Because a) abt 30 percent of India's population still loves below the poverty line and has no access to basic necessities of life; it is therefore, essential tht development should be given priority over defence
b) once a nation is fully developed, it's citizens are strong enough to defend its sovereignty and integrity
c) defence spending is the largest part of our discretionary expenditure so it is the most obvious choice to curtail expenditure and spend it on development
d) budgeting for development is a trade off between guns and livelihood and obviously latter is a better option
e) just fr the fear of a war we cannot give up our immediate necessities like curbing down poverty,literacy, mortality rate and providing the huge population with the basic necessities like food, clothing and shelter for everyone
