In winter the temperature of the atmosphere is low.
So the water vapour present in the air condenses and hence forms dew in grass.
This will only take place if the temperature is low enough to reach the dew point of the air.
Hence this phenomenon is common in cold countries,high latitudes and in temperate regions.
