Given,

diameter of circle = 21 cm

then radius = 21/2 = 10.5

Area of circle =
\pi \:  {r}^{2}


 =  \frac{22}{7}  \times  {(10.5)}^{2}

= 22/7 × 10.5 × 10.5

= 22/7 × 110.25

= 346.5 cm^2...

Area of wheel will be = pi r*r
That is=22/7*21/2*21/2
=346.5
22 \div 7 \times 21 \div 2 \times 21 \div 2 = 346.5
