this happens due to the structure of the two alletropes
diamond has a rigid and fixed structure with no free electrons as all electrons are bound tightly.
Whereas graphite has a layer like structure with some free electrons available which are responsible for the transfer of electricity and acts as conductor.

Since graphite's outer shell( valence) electrons are free, graphite is a good conductor of electricity, although not very good whereas diamond's valence electrons are not so free. So, diamond does not conduct electricity.
Even when diamond and graphite are made up of the thing( carbon ), their structure varies by a large extent. So, don't expect their properties to be similar
