Because the electrons are all bound strongly in place. In order to easily conduct electricity a material has to have electrons which can freely move from atom to atom. Metals have this property, at least when in the right kind lattice with other metals. While atoms of metals do bind strongly to each other, they do so in a way that leaves some of their electrons able to easily travel from one atom to another. Carbon atoms, when connected in a diamond crystal, have their outer electrons all tightly bound, and so can’t easily conduct electricity.

Diamond is a bad conductor of electricity because:

(1)In diamond, each carbon atom is covalently bonded with four other carbon atoms.

(2)So, the foremost electrons of a carbon atom are engaged or trapped in the covalent bonds ,having no free electrons making it a bad conductor of electricity.
