Among all the schemes launched by Prime Minister Narendra Modi in the last two years, the spotlight has been on the ‘Swachh Bharat Abhiyan’. With the grand Clean India plan, the government aims to achieve an Open Defecation Free (ODF) India by 2019 with the construction 12 crore toilets in rural India, at a projected cost of Rs 1.96 lakh crore.
According to the Ministry of Drinking Water and Sanitation, till November 2015 over 95 lakh toilets have been constructed amid confusion over budget share between states and the Centre.
Swachh Bharath Abhiyan is not just about “not throwing litter on roads” there’s a lot more to it. The major aim of the program is to make India open defecation free by 2020 by constructing and propagating the use of toilets in all the households of the country.
Another major aim is to develop proper drainage systems across the country.
The work being done has proven fruitful in some areas with at least 10 districts in India being declared as Open Defecation Free as of March 2016. The ‘Swachch Bharat, Swachch Vidyalaya’ campaign that was launched by Minister of Human Resource Development, last year, may improve the condition of sanitation for students in schools. Between April 2014 and January 2015, 31.83 lakh toilets were built.
Already a cess has been levied with service tax for mobilization of funds for Swachh Bharat Mission. Government is also allocating increased amount in the subsequent budgets for the mission.
Whatever is done at central and state government levels, success in the mission would require attitudinal change and increased people’s participation. Schools and colleges and corporate sector can help the mission by taking immediate initiatives. The mission holds a very good prospect as literacy, awareness and people’s participation in India is increasing with better access to information. Panchayati raj institutions are also increasingly taking interest in the mission.
Other major advantage if the program is successful is that waste can be segregated and used to generate electricity which is being followed in many other countries. This can provide an answer to the growing energy poverty in the country.
Another major benefit is that this mission if successful eradicates the practice of manual scavenging in India. It’s sad that more than 1 lakh people are still earning their livelihood by doing manual scavenging which is very shameful. Hence the practice of manual scavenging will be completely eliminated once all the households have toilets on their own.
