We can not say the exact number of stomata present on the epidermis of the leaf , but yes we can say that upper part of the leaf has less number of stomata than the lower part of the leaf.

The lower epidermis is located on the underside of leaves. Stomata are usually present on the lower epidermis. In order to minimize transpiration that occurs with gas exchange, most dicot have their stomata on the lower epidermis.
