If we recall about Napoleon, he destroyed democracy in France but at the same time introduced a lot of reforms that were proved to be efficient to people and in administration. Soon after, neighbouring countries around France termed the conquerors under Napoleon as Harbingers of Liberty as they believed Napoleon would give them freedom and much advancements just like France.
