This depends upon which value of the AC waveform is quoted. Peak or RMS. RMS is 0.707 of the peak value. The RMS value is the value that is normally quoted to rate electrical equipment to be connected to AC.

If the rated voltage is the same say 230 V AC and 230V DC the lamp will glow with the same brilliance..

230 V AC is the RMS value of the peak AC voltage and this has been calculated that is the same energy value,heating value) as that Voltage DC which provides the same heating. This is sometimes referred to as the effective value of the AC waveform.
