To make sense of blackbody radiation, first you need to know about Kirchoff's law on radiation. (Yes, the same Kirchoff who has those wonderful laws for electrical circuits.) It basically tells you that the efficiency with which a body emits radiation at a given wavelength is equal to the efficiency of its absorption at that wavelength.

A body that does not return any of it, i.e., a body that's black. So then, as per Kirchoff's law, it so happens that it's also that black body that will emit radiation most efficiently when it is heated up.

The absorptivity and emissivity of any body at a given wavelength, therefore, can be expressed as a simple number between 0 and 1 comparing that body's absorptivity and emissivity to that of the ideal case, the blackbody.
