Well, it depends!

If there is a complaint against the CBI officer filed with the police, the police can arrest the CBI officer.

CBI has limited jurisdiction as far as arrest is concerned. CBI can arrest his own person in corruption case and not in case of say theft/burglary etc…..cos that comes under the local police.
