YES Gandhiji did took the correct step by withdrawing the Non-cooperation Movement .

The Non-cooperation movement only resulted in violence.

When we were non-cooperating with the British the British took equally brutal steps and repressive measures.

This led to the Chaui Chaura incident where the Indians burned the police station.

Hence non-cooperation was not a peaceful event.

Gandhiji hence withdrawed it because if he had not done , then there would have been more deaths.

Later when British did not listen to his demands , he again continued it .

Moreover the Non-cooperation could not continue as Gandhiji was jailed .

Gandhiji had to withdraw it and also participate in the Round Table Conference .

I think violence was better than non-violence.
