No, India did not participate in the conference during the Second World War. However, nearly 2.5 million volunteer soldiers from the country fought throughout World War II for the Allies. These soldiers fought on land, air and sea. Around 36,000 people lost their lives, while nearly 34,000 were wounded and 67,000 were imprisoned.


India was under the British rule at the time of WW II. It is thus no surprise that the largest volunteer force for the war was raised by the British India Army.
