Basically, kings in those days built new garrison towns for his soldiers but tughluq changed them into garrisons. Whereas in administrative measures, he paid soldiers in cash. Things were getting expensive too but instead of controlling prices, he used a token currency, somewhat like present day paper currency but made of cheap metals. People did not trust these coins and started forming fake ones. Kashmir campaign was a disaster for him and plans to invade Transoxiana were also failed.
