This is a very controversial question.According to me Portia did not hint Bassanio with the help of the song because she was bound by the oath and did not want to be forsworn and commit a sin.But again as i said earlier this is a controversial question and this is only my opinion on it.

yes with the song portia gave hits to Bassanio the song was based on the theme that we should never get deceived by outward beauty we should always knw wats within.
