We just couldn't come to any conclusion in any short period of time.
Juvenile just bill which passed in 2015 by which in heinous crimes age is reduced from 18 to 16 even though a very bold but it doesn't make any difference until it will implement wisely. For this first we have to basic necessities to all people which includes food, clothes, shelter and education. In this way they will came to know good and bad and create family type atmosphere by which they came to know about love, respect etc... and help in living for mankind.
Show them world around them is not so cruel and their may be chances in reduction of crimes.
