Answer: yes it did as the Congress demands and Mr Gandhi Non Cooperation Movement had failed and all Congress members were in jail. By 1941 there were there were 20000 members in jail and were all released in the end of 1941 when a japenese invasion seemed possible and British sent Simon commission for talks. The Simon Commission was rejected and Mr Gandhi made another call for civil disobedience for British to quit India
