• Tenure: They are permanent till the retirement. They are only for some specific period of time.

• Powers: They are completely less powerful than temporary executive.
• Nautre of decision maker: They are expert in their knowledge and are highly educated.

2. Temporary executive

• Tenure: They are not permanent means their tenure is not fix and are elected for only fixed time.
• Category composition: These political leaders elected by people who take decision for selecting them.
• As a head of council, they create a link between President and cabinet ministers. They are the people who distribute the work in Council of Ministers.
• Powers: They are more powerful than permanent executive.
• Nature of decision maker: They are also expert in their knowledge but are not needed to be so highly educated like permanent executives.
