in short a non-privileged instruction is an instruction that any application or user can execute. A privileged instruction, on the other hand, is an instruction that can only be executed in kernel mode. A program that tries to run a system call the kernel does not consider to be allowed will be terminated.

Privilege and non-privilege:
• The meaning of privilege is a right granted to some, but not to all people. Privilege is a right or benefit that one has while others may not have. An illustration of a privilege is the money to afford expensive education.
• Non-privilege is the opposite of privilege. Here rights are not granted to some but to all.
