Fundamental rights are protected by the constitution .This on means that no other person or any arm of the government can alter the laws .This is to verify that they are guaranteed at any particular moment .

Legal  rights are in the constitution but the legislature can change them if need be .There is established some special means of procedure to look into such matter of national importance.
