bases are substances which react with acids to neutralise them and they are insoluble in water but alkalies are soluble in water

A base is any substance that Nutralized acid .
it may or not be soluble in water . those bases which are soluble are called alkali.
thus an alkali is a water soluble base .
for example NaOH, KOH etc.
note => this is why it is said that all alkali are bases but all bases are not alkali.
