An acid or base can be measured on the basis of pH, or “power of hydrogen” which indicates an order of magnitude of difference for each number from 0 (most acidic) to 14 (most basic). Going from a pH of 3 to 5 is a 100x decrease in the concentration of H+ ions, and that distinguishes an acidfrom a base.
