Citizens who paid tax were considered active citizens and were given the right to vote. Whereas the citizens who could not pay he tax were considered passive citizen and were denied the right to vote.

The citizen who have the right to vote were called active citizen. They included men above 25 yrs of age who paid takes equal to 3 days of a Labourers wages.
The rest of the men, women and the youth were called Passive citizen.
