In French, during the rule of Louis XXI, the citizens were of two types:
Active Citizen: They were those who used to pay taxes at least equivalent to the salary of three days. Hence they were allowed to vote. Therefore they were called Active citizen.
Passive Citizen: They were those who didn't pay taxes. Not paying taxes was entirely dependent on the citizens. Hence they were not allowed to vote. Therefore they are called passive citizen. Also, women and children were also not allowed to vote.
