These two terms i.e. afferent and efferent are with respect to a particular organ, and in this case, brain.

Afferent means coming inwards or towards something, so afferent neurons are the one which bring impulses or, in simple language, messages to the brain.

And efferent means going away from or outwards from something, so efferent neurons take impulses away from the brain to different organs.
