A particular land have to converted into agricultural to non agricultural or residential or industrial land .you have to apply in the tehesildar office as the state govt norms and condition are full filling than it became a non agricultural land .

In Odisha land reform act section -8 have the provision to conversion of land.

Each state have their own conversion act

A non-agricultural land is a developed land or barren land, unfit for cultivation. If you own an agricultural land and want to erect a building for residential or industrial or commercial purposes by conversion, it is possible. Law does not otherwise permit any kind of construction on an agricultural land.
