Answer:There are only three All India Services namely Indian Administrative Service [IAS], Indian Police Service [IPS] and Indian Forest Service [IFS].

The officers of these services are allotted a state [called as cadre state] and have to work in that state government only till retirement. However, they can also work for Government of India at its Central Secretariat in New Delhi while on deputation for some years.

On the other hand, there are too many Central Civil Services namely Indian Revenue Service, Indian Information Service, Indian Customs & Central Excise Service, Indian Postal Service, Indian Audit & Accounts Service, Indian Defence Estates Service, Indian Defence Accounts Service, Indian Civil Accounts Service, Indian Railway Traffic Service, Indian Railway Accounts Service, Indian Railway Personnel Service, Indian Trade Service, etc.

The officers of these services are not allotted any state in particular and can be transferred from one part of the country to other place. They can’t work for any state government and work for Government of India only till retirement. In some rare cases, some of these officers can go on deputation to any state government [mostly in their native state and on personal request of the particular officer only] and work in any ministry in that state government.
