ATMOSPHERIC REFRACTION is the deviation of light or other electromagnetic wave from a straight line as it passes through the atmosphere due to the variation in air density as a function of altitude whereas SCATTERING is the phenomenon by which a beam of light is redirected in many different directions when it interacts with a particle of matter

Atmospheric refraction is phenomenon is bending of light

Whereas, scattering of light is phenomenon of scattering up of light

In atmospheric refraction bending is caused due to different optical densities of the atmosphere

However, in scattering of light this scattering is caused due to the particles present in atmosphere like smoke, dust, water molecules, rain drop etc.
