If the government or a member of the parliament has introduced a draft legislation, then it is called a BILL.Then the Lower house of the Parliament lays that bill under consideration and after deliberation that Bill goes to the upper house for its further approval. If the Bill gets approved by the upper house and the President , it becomes an ACT.
