BSF means border security force and they are found at the borders ...
coast guards are there to help the ones who are being trapped in seas in some dangerous situation ..and they r found at seas...

BSF➡The Border Security Force is the primary border defence organisation of India.

Coast Guards➡The Indian Coast Guard is an armed force that protects India's maritime(connected with the sea, especially in relation to seaborne trade or naval matters)interests and enforces maritime law, with jurisdiction over the territorial waters of India, including its contiguous zone and exclusive economic zone.
